Yes. COUNTER 5 reports beginning with January 2019 are available in your institutional account administration area.

Librarians can manage their subscriptions to Euclid publications by accessing their Library Administration Account. To do so your individual account must be designated as an administrator for your instituion. Please contact Project Euclid if you need help setting up your institutional administration account. 

Some content hosted on Project Euclid requires a signed site license agreement to be in place before access is enabled.
